For this cut-off, an applicant must be born between 09/10/1986 and 08/10/2008 inclusive.

Why not just subtract the years

Because a year is not 365 days and a month is not 30, and the months and days are exactly what these forms count. Someone born on 2 January is 17 on 1 January and 18 the next day — a subtraction of years says 18 on both. This counts calendar months and borrows the real length of the preceding month, which is also why 31 January to 1 March comes out as one month and one day.

What does 'age as on' mean?
The age on a particular date, not today. Recruitment and admission notifications set a cut-off — commonly 1 January or the last date of applying — and every applicant's age is measured on that day, whenever they actually apply.
Why not just subtract the birth year from the current year?
Because it is wrong for most of the year. Someone born on 2 January is 17 on 1 January and 18 the next day; subtracting years says 18 on both. Months and days are exactly what these forms count.
Does it apply age relaxation for reserved categories?
No, and deliberately. Relaxations differ by department, post and category, and change between notifications. The tool reports the plain age and checks it against the limits you enter — the notification itself is the only reliable source for a relaxation.
What is the birth date window it shows?
The earliest and latest dates of birth that still meet the limits on your cut-off. It is the same question read backwards, and it is what you need when checking a stack of applications rather than one.
How does it handle a 29 February birthday?
In a common year the birthday is taken as 1 March, which is the convention Indian records use.
